Assistant Sheriff Rob Ahern The mission of the Human Resources Services Bureau is to ensure public confidence in the Sheriff's Department by hiring good people, training them well and monitoring their performance on an on-going basis. |

Currently there are over 4,000 employees in the Sheriff's Department, including Deputy Sheriff's, Corrections Deputies and Professional Staff (civilians). The Human Resource Services Bureau consists of three divisions, including the Personnel Division, the Training Division and Professional Standards Division. PERSONNEL DIVISION Under the direction of Captain Sherri Sarro, the Personnel Division is responsible for recruiting, testing and hiring the most qualified candidates for all 100 job classifications in the Sheriff's Department. This division is broken down into several functional units, including Recruiting, Background Investigations and Career Path Assessment. In 1997, the Personnel Division processed over 5,400 job applications and hired 663 new employees.
The Training Division is located at the San Diego Regional Public Safety Institute on the campus of Miramar College. Under the direction of Captain Mark Elvin, this Division is responsible for providing timely and relevant training to Department employees in order to ensure job proficiency and safety awareness. The Division is broken down into several functional units, including the Regional Basic Academy, the Corrections Academy, In-Service Training and the Weapons Training Unit (Range). In 2000, the Training Division provided over 153,899 hours of training to 4,676 employees. PROFESSIONAL STANDARDS DIVISION The Professional Standards Division is responsible for maintaining high professional and ethical standards for all employees working for the Sheriff's Department. This Division is divided into two specialty units; Internal Affairs and Risk Management. Under the direction of Lieutenant William Kemery, Internal Affairs is responsible for investigating and properly adjudicating citizen complaints against Department members. In 2004, the Internal Affairs Unit coordinated the investigation of 417 complaints with 166 disciplinary actions. Risk Management Unit Under the direction of Gloria Shepard, the Risk Management Unit is responsible for investigating claims against the Department, including civil liability cases and Worker's Compensation claims. This unit also serves as the Department's liaison with the Citizen's Law Enforcement Review Board (CLERB) and is responsible for maintaining the Department's Policy and Procedure Manual. In 2000, the Risk Management Unit introduced a worker's health newsletter and held several Wellness Fairs for employees. In addition, the Unit handled 172 claims against the Department. |
