SANFORD TOYEN, LEGAL ADVISOR
Toyen has spent his entire career practicing in areas of law affecting peace officers. He has briefed over 16 cases in state and federal courts that resulted in published decisions on such topics as FLSA overtime, confidentiality of peace officer personnel records, Pitchess Motion procedures, Public Safety Officers Procedural Bill of Rights, complaints against peace officers, jail procedures, and disciplinary hearings.
Toyen is a member of the San Diego County Bar Association, the California Peace Officers’ Association, and the California State Sheriffs’ Association. He also serves as a Judge Pro Tem for the San Diego County Superior Court.
Toyen received his Juris Doctor in December 1994 from Pepperdine University School of Law, where he served as Senior Staff Writer for the Pepperdine Law Review. He was admitted to practice in June 1995.
Mr. Toyen is a San Diego native. He lives in San Diego with his wife and sons.
