Sanford Toyen was appointed by Sheriff Kolender to the position of Legal
Advisor in January 2002. He is responsible for advising the
Detention, Court and Management Services bureaus. He advises the
department on requests concerning the Public Records Act, subpoenas, and issues
affecting the department's Medical Services Division.
Toyen has spent his entire career practicing in areas of law
affecting peace officers. He has briefed over 16 cases in state
and federal courts that resulted in published decisions on such topics
as FLSA overtime, confidentiality of peace officer personnel records, Pitchess
Motion procedures, Public Safety Officers Procedural Bill
of Rights, complaints against peace officers, and disciplinary hearings.
Toyen is a member of the San Diego County Bar Association, the
California Peace Officers' Association, and the California State
Sheriffs' Association.
Toyen received his Juris Doctor from Pepperdine University School of Law in
December 1994. He was admitted to practice in June 1995.
Mr. Toyen is a San Diego native. He lives in Scripps Ranch with his
wife and son.
