Assistant Sheriff Kirby Beyer currently serves both the Court Services Bureau and Human Resource Services Bureau. The Human Resources Bureau includes the Personnel
Division, Internal Affairs Unit, Employee Relations Division, Payroll Division, Training Division and Risk Management Unit.
Prior to serving as the Commander of Human Resources, he served as the Captain of the San Marcos Patrol Station and acted as the “Chief of Police” to the
City of San Marcos, unincorporated community of Valley Center and the unincorporated areas of Escondido and San Marcos.
Assistant Sheriff Beyer has been with the County of San Diego for over 29 years. He is proud to say his diverse career
includes assignments in the Detentions Services Bureau (Central Jail, Descanso Detention Facility & George Bailey
Detention Facility) and the Law Enforcement Services Bureau; Patrol Operations, Patrol Canine, General Investigations,
Specialized Investigations, Child Abuse & Sex Offender Management and Communications.
Assistant Sheriff Beyer currently manages the San Diego Regional NetRMS law enforcement records management system,
manages a federal grant focused on Child Sexual Predators (including a new regional sex offender registration
system for local law enforcement).
Assistant Sheriff Beyer Holds a Bachelor of Science in Information Technology and an Associate of Science in Administration
