In January
1995, Sheriff William B. Kolender established the Sheriff's Department's
first dedicated Community Oriented Policing and Problem Solving
Units (C.O.P.P.S.). In keeping with Sheriff Kolender's vision
of a department committed to the principles, and organizational
behavior inherent of a community policing organization, the Sheriff's
Department adopted our mission statement and core values.
What is
Community Oriented Policing?
Community
Policing is a philosophy, management style and organizational
strategy that promotes proactive problem solving and police-community
partnerships to address the cause of crime and fear as well as
other community issues.

is a Community Partnership?
A flexible
term referring to any combination of neighborhood residents, schools,
churches, businesses, community-based organizations, elected officials,
and government agencies who are working cooperatively with law
enforcement to resolve identified problems that impact or interest
them.
C.O.P.P.S.
is not a program because programs have a beginning and an end.
C.O.P.P.S. is a philosophy that becomes an integral part of the
law enforcement agency and the community it serves.

The
COPPS unit serves the public by facilitating a partnership
between the community and the unit. This is accomplished
by working with the youth, seniors, apartment managers,
mobile home managers, homeowners, renters, religious groups,
and any and all of the diverse members of the community.
Examples
of this working relationship includes Neighborhood Watch,
Kidzwatch program, community events, and parades. These
are just a few of the many duties carried out by the COPPS
unit.
