Records and Identification Division

DIVISION OVERVIEW

Employees can expect to be assigned to one of four sections within the Division:

  • Booking Section - specializes in maintaining criminal history information and records for inmates who are admitted into San Diego County Detention facilities.
  • Cal-ID Section - specializes in positively identifying suspects booked into San Diego County Detention facilities and providing other identification services utilizing the Automated Fingerprint Identification System (AFIS).
  • Cases Section - specializes in entering and maintaining information from Sheriff's crime cases and arrest reports into various criminal computer systems. Processes teletype transactions involving stolen, repossessed, impounded/stored, recovered vehicles.
  • Warrants Section - serves as the custodian for all San Diego County Warrants of Arrest and Temporary Restraining Orders. Processes teletype transactions involving Missing/Unidentified Persons.

Each of the sections above is further divided into smaller units on three distinct shifts (Day Shift, PM Shift, and Mid Shift). Each of these units is headed by either a Records & ID Supervisor or Senior Fingerprint Examiner. Staffing for the units vary from three to eleven Records Clerks or Fingerprint Examiners depending on the section assigned.

Generally, employees are expected to be with their unit for at least 6 months before they can request to transfer to another shift, and must be with their section for a year before they can voluntarily transfer to another section within the division.

REQUIREMENTS

  • Must be 18 years or older
  • Must possess effective oral and written English communications skills
  • Must be a U.S. citizen or permanent resident alien who has applied for citizenship
  • Felony convictions are disqualifying. Misdemeanors may be disqualifying depending on number, how recent and/or severity
  • Must be willing/able to work shifts, holidays, and weekends (24-hour facility)

Sheriff's Records & ID Clerk I

 

Distinguishing Characteristics: This is the entry and first working level class in the Sheriff's Records & Identification Clerk series. Under immediate supervision, employees learn to search, retrieve and provide confidential criminal record information to other law enforcement agencies, courts and authorized personnel. Employees are expected to perform increasingly more responsible, difficult and independent records updates, and database inquiries and updates.

Work Assignment: Employees will be assigned to one of three sections within the Division (Booking Section, Cases Section, or Warrants Section). Each section is divided into three shifts that ensure 24/7 operational coverage at all times. Typically, section and shift assignments are based on the needs of the Division at the time of hiring. Although, the candidate's personal desires are also factored in when possible. The standard work week is 40 hours consisting of five 8-hour days per week. However, a percentage of employees are authorized to work an alternative schedule that consists of four 10-hour days each week.

Promotion Opportunity: Employees are eligible to submit an application for promotion to Sheriff's Records & Identification Clerk II after successfully passing a one year probation period.

Sheriff's Fingerprint Examiner

 

Distinguishing Characteristics: This is the entry and journey level class in the Sheriff's Fingerprint Examiner class series. Under general supervision, employees search, retrieve, classify and enter fingerprint information into automated data bases and hard copy Sheriff's files.

Work Assignment: Employees will be assigned to the Cal-ID Section. The section is divided into three shifts that ensure 24/7 operational coverage at all times. Typically shift assignment is based on the needs of the Division at the time of hiring. Although, the candidate's personal desires are also factored in when possible. The standard work week is 40 hours consisting of five 8-hour days per week. However, a percentage of employees are authorized to work an alternative schedule that consists of four 10-hour days each week.

Promotion Opportunity: Employees are eligible to compete for promotion to Senior Fingerprint Examiner after two years as a Fingerprint Examiner.

Sheriff's Records & ID Supervisor

 

Distinguishing Characteristics: Under general supervision, employees supervise a unit of subordinate Records Clerks and perform the most sensitive and difficult records work. This class differs from the next higher class, Sheriff's Operations Supervisor, in that the latter is a second level supervisor responsible for multiple units and major functions within the Records & ID Division.

Work Assignment: Employees will be assigned to one of three sections within the Division (Booking Section, Cases Section, or Warrants Section). Each section is divided into three shifts that ensure 24/7 operational coverage at all times. Typically, section and shift assignments are based on the needs of the Division at the time of hiring. Although, the candidate's personal desires are also factored in when possible. The standard work week for supervisors is 40 hours consisting of five 8-hour days per week.

Promotion Opportunity: Employees are eligible to compete for promotion to Sheriff's Operations Supervisor after three years as a Records & ID Supervisor.

Sheriff's Senior Fingerprint Examiner

 

Distinguishing Characteristics: Under general supervision, employees are first-line supervisors on an assigned shift. Senior Fingerprint Examiners perform the most technical fingerprint pattern analysis and classification work, perform quality assurance fingerprint work, and schedule, train and evaluate assigned subordinates. This class differs from the next higher class, Sheriff's Operations Supervisor, in that the latter is a second level supervisor responsible for multiple units and major functions within the Records & ID Division.

Work Assignment: Employees will be assigned to the Cal-ID Section. The section is divided into three shifts that ensure 24/7 operational coverage at all times. Typically shift assignment is based on the needs of the Division at the time of hiring. Although, the candidate's personal desires are also factored in when possible. The standard work week is 40 hours consisting of five 8-hour days per week.

Sheriff's Operations Supervisor

 

Distinguishing Characteristics: This is a second level supervisor position, responsible for multiple units and/or functions in the Sheriff's Records & ID Division. Under the direction of the Sheriff's Records & ID Manager, employees are responsible for the scheduling, supervision and operation of units providing services seven days a week, twenty four hours a day, including holidays, to law enforcement officers and agencies. This class differs from the next higher class, Sheriff's Records & ID Manager, in that the latter is a manager responsible for the entire operation of the Sheriff's Records & ID Division.

Work Assignment: Typically responsible for at least two of the four sections within the Division. Sheriff's Operations Supervisors are normally assigned to the day shift. However, they must be able to periodically adjust their schedules to meet with staff and work out operational issues on all three shifts. The standard work week is 40 hours consisting of five 8-hour days per week.

Sheriff's Records & ID Manager

 

Distinguishing Characteristics: This is a one-position management class found in the Sheriff's Department. This position is responsible for the operation of the Records & ID Division, which provides records and identification services to Sheriff's personnel, the public, and other local, state, and Federal law enforcement agencies.

Work Assignment: The Manager is normally assigned to the day shift. However, he/she must be able to periodically adjust his/her schedules to meet with staff and work out operational issues on all three shifts. The standard work week is 40 hours consisting of five 8-hour days per week.

SHERIFF'S RECORDS & ID HIRING PROCESS


Due to the confidential nature of the duties assigned, the hiring process to screen for qualified candidates involve multiple steps and can be rather extensive (approximately 4 to 6 weeks). An understanding of the hiring process can help when applying:

1. Complete and submit a job application along with any required supporting material to the Department of Human Resources (DHR). You can obtain an application from the DHR web-site at: http://www.sdcounty.ca.gov/hr/employment/how_to_apply.html.  The current recruitment list is available at http://dhr-jam.sdcounty.ca.gov/announcements_index.html .

2. For all Records & ID Division positions, you will receive a notice from DHR informing you of whether you have met the minimum requirements for the position or not.

3. If you are found qualified for the Sheriff's Records & ID Clerk I position, you will be scheduled to take the Sheriff's Records & ID Clerk I exam. The notice will include the date and the location for the test along with instructions on what you should bring with you. Approximately three weeks after taking the test, you will receive another notice from DHR, with your test score. If you receive a passing score, you will remain on the eligible hiring list for one year.

4. For all other positions, an exam is not required. However, your application is evaluated and "scored," and you will remain on the eligible hiring list for the classification for one year.

5. Depending on your score, you may immediately receive another notification from DHR asking you to call the Sheriff's Department's Personnel Division to set up an oral interview (Note: The higher the score the sooner you are called for an interview). This interview is typically conducted by 2-3 interviewers.

6. If you are selected for hire, it is conditional upon your passing a background and a medical exam.

7. The background process involves a 2 ˝ hour interview with a background detective who will administer the Computer Voice Stress Analysis (CVSA) examination which is similar to a polygraph examination.

8. Upon successful completion of the CVSA examination, you are scheduled for a physical examination by a County medical doctor. The medical test will include drug, alcohol and TB testing.

9. Upon successful completion of the physical examination, you will be given a date to begin working.
